🇱🇹 Lithuania (-62.4%)
🇱🇻 Latvia (-61.7%)
Only increase in emissions:
🇨🇾 Cyprus (+52.4%)
Lowest reduction in emissions:
🇮🇪 Ireland (-1.4%)
🇪🇸 Spain (-5.8%)
🇵🇹 Portugal (-9.6%)
